Health & Wellbeing Board Dec 10th 2009

Health & Wellbeing Board 21sy May 2009

Main areas of discussion were:

  • Strategy priorities are being re-considered to allow other partner boards to take on some responsibilities, e.g. health and environment through Environment Kernow.
  • New Healthy Weight Strategy nearing completion VCS should be engaged in this.
  • VSF have to agree second member for H&WBB.

Issues for the next meeting include:

  • Further discussion regarding H&WBB strategy and priorities.
  • LAA developments

Issues the VCS need to respond to are:

  • VSF needs to approve another person to the board.
  • VCS needs to respond to the Healthy Weight Strategy.

Health & Well Being Board

June Hackett and Tarn Lamb attended to respresent the VSF and can be contacted for further information. A revised membership was agreed broadening the group to include a stronger representation to cover well being aspects in the future. Strong perfromance on LAA targets was reported but uncertainty on whether this would bring additional funding. Targets for the group are divided into “Cards” for each priortity arae which are available in the Health & Well Being Strategy. A presentation was made on Social Marketing and Change4Life.

Joint meeting: Older People’s Board and Health & Wellbeing 21st Sept

The Older People’s Board met with the Health & Wellbeing Board for their first joint session today.  The meeting was chaired by Kim Carey, Cornwall Council Director of Adult Care and Support, with Gill Steward, Cornwall Council Director of Communities in attendance.  Ann James, PCT Chief Executive was called away though, so their lead was Carol Williams. 
The boards discussed their priorities and future direction, in the context of forthcoming spending cuts and demographic change.  They also talked about Government guidance (Cabinet Office ‘Working together for older people – rural areas; Dept of Health ’Prevention Package for Older People’. )  There were case studies of successful projects including Cornwall Works, Arts for Health, CEP ‘Warm me up’ and the PCT’s ‘Fitness for Life’ initiative. 

After some considerable debate the Boards agreed to sign off £100,000 of pump priming reward money from the Local Area Agreement, which will go into an Age Concern footcare initiative, a sensory room at Tremovah Industries, time banking and the Older Peoples’ Forums to name just some of the work to be resourced. 

PCT officers also raised the issue of how the Older People’s Board links to the CSP and stated that in their view the Board should be a ‘Thematic’ Partnership.  The Council response was that the Board could link in through the proposed arrangements for a Commissioning Board.

Finally it was agreed that the relevant officers would map their respective work and look at any gaps.  The Boards will then have another meeting to discuss the results. 

Issues arising for the voluntary sector: public sector cuts; relationship between the PCT and Cornwall Council; VCS presence on the proposed commissioning board.
