Local Safeguarding Children Board 6th October 2009

Main areas of discussion were:

  • Steve Clark does not have authority to hold the VCS to account in terms of their safeguarding practice or to see the necessary changes in practice (sec 13, 13.1.10). Neither can he be expected to comply with sections 13.1.12. 13.1.13 or 13.1 .14.
  • Steve will however endeavour to ensure clear messages regarding safeguarding practices are disseminated within the VCS.
  • Discussion re outcomes of unannounced and announced Ofsted visit.

Issues for the next meeting include:

  • Concerns about levels of knowledge and understanding within the VCS (particularly smaller groups and orgs) regarding Safeguarding.
  • Proposal that an event is arrange Autumn/Winter 2009/2010 (in conjunction with IVO/VSF) to introduce VCS reps on the LSCB Board and sub groups and to provide an opportunity to raise awareness of LSCB and safeguarding amongst VCS.
  • Important to explore how safeguarding information is disseminated throughout VCS (key role for VSF/CYWP).

Issues the VCS need to respond to are:

  • Need to clarify links and engagement with VCS around safeguarding issues.
  • Impact of Ofsted visit (outcomes being disseminated publicly late Oct)

• Terms of reference for EK

Issues for the next meeting include:

• Update and agree Terms of Reference
• Updating EK action plan
• Cornwall environmental strategy
• LAA outcomes

Issues the VCS need to respond to are:

• Ensuring VCS membership remains strong in partnership
• Ensure VCS are involved in planning and delivering LAA outcomes
• Beware of a Behavioural Change programme that is planned to be delivered in 2010
